Korea imaging-copy fee caps
Film, CD and DVD are separate capped items; written reports use the relevant record-copy criterion and USB remains uncapped in the reviewed annex.
The annex lists film at KRW 5,000, CD at KRW 10,000 and DVD at KRW 20,000 per sheet or disc.

Which imaging-copy fees are listed in the notice?
The annex lists film at KRW 5,000, CD at KRW 10,000 and DVD at KRW 20,000 per sheet or disc.
These entries concern copies of images made for diagnosis or treatment and use the specified medium unit. They are not charges for carrying out an imaging examination. A hospital may post an actual fee below the upper amount.
Compare the named medium and the copying service rather than applying the CD entry to any image-related charge. The legal basis is Article 45-3 and the current certificate-fee notice. The upper amount does not identify a particular institution’s price.
| Medium | Unit | Cap, KRW |
|---|---|---|
| Film | Sheet | 5,000 |
| CD | Disc | 10,000 |
| DVD | Disc | 20,000 |
| USB | Not in cap annex | Unknown |
What unit is used for imaging-copy fees?
The verified unit is a sheet for film and a disc for CD or DVD; it does not set image-count or examination-count limits.
The HIRA questions and answers state the units for the published items. The medium count must describe the actual copied material supplied by the issuer. A disc containing several examinations is not automatically charged once per examination by this unit.
Conversely, the guide does not decide how many examinations a hospital will place on one disc. Ask the issuer what it will supply before entering a quantity. The cap calculator applies the stated count rather than inspecting files or estimating storage.
The source’s unit explanation is read on printed pages 25–26 of the April 2026 questions and answers. Those pages explain the publication units; they are not an imaging-capacity specification. This is why the calculation starts from the medium count actually being supplied. A request for a report can also have a separate written-page count. Keep each quantity attached to the material it describes rather than converting one count into another.
Do imaging-copy fees include the original examination?
Copying an existing image is distinct from consultation, testing and the creation of a new clinical document.
The notice generally excludes consultation and examination charges from certificate amounts, subject to its express exception. A bill that combines clinical care and document services therefore needs its line items identified before a cap comparison.
A new diagnosis certificate also has a different document purpose from copying the underlying images. The imaging cap does not decide the medical need for a test or whether an insurer will pay for it. It addresses the matching copy item and unit.
Can imaging-copy fees for CD be applied to USB?
USB has no cap entry in the reviewed annex. The CD or DVD amount cannot be substituted for it.
The HIRA published-price classification includes a USB item, but a statistical classification is not an addition to the cap notice. The legal annex contains 30 capped items and the reviewed price publication uses 31 categories. This difference must be preserved.
A calculator can show a subtotal for verified items while withholding an overall total when USB is included. Unknown does not mean free. Nor does the absence of a reviewed cap establish every other term of an institution’s USB service.
For example, a request with a CD and a USB has one verified capped item and one item with no cap in the reviewed annex. Its CDsubtotal remains meaningful, but adding zero for the USB would falsely present the result as a fully verified combined cap. The unknown-total message preserves that gap. This does not tell the institution what it must charge for an unlisted medium or describe a USB offer as free.
How do written reports differ from imaging-copy fees?
Written record copies use the matching page criterion: first five at KRW 1,000 each and later pages at KRW 100 each.
A written imaging report and the copied images are different material. For 30 written record pages, the verified tier formula gives KRW 7,500; it does not make each disc a thirty-page record.
If both a report and images are requested, confirm the actual page and medium counts with the issuer. An English report is not automatically the English general diagnosis certificate listed elsewhere in the annex. Compare the actual document before assigning a fee category.
| Material | Unit rule | Different question |
|---|---|---|
| Written record, first 5 pages | KRW 1,000/page | Actual page count |
| Written record, page 6 onward | KRW 100/page | Only later pages |
| Image on CD | KRW 10,000/disc | Disc count, not file count |
Can regional data determine individual imaging-copy fees?
The HIRA publication gives separate region and institution-type aggregates, not institution prices or joint groups.
The 2026 publication is marked KOGL Type 4: attribution, non-commercial use and no modification. This site links to the original and explains its scope without republishing the price rows.
The separate tables do not supply institution-level records, item counts or a joint region-by-type distribution from which a new median could be reconstructed. A reported zero and a dash also have different meanings. An observed maximum above a cap is not, by itself, a finding about an individual institution.
What should be confirmed alongside imaging-copy fees?
Confirm the selected record range, medium, requester route and recipient’s usable format without submitting patient files here.
The issuer can clarify its actual copy method and the requested studies it holds. The receiving institution can clarify what it needs and can use. Existing-record access requirements still apply to the patient, relative or designated agent as appropriate.
A cap comparison does not approve the requester or interpret the image. For departure planning, confirm practical collection arrangements without assuming universal translation, overseas compatibility or completion days from the imaging-copy amount.
Requester preparation is separate from the medium choice. A qualifying relative and a patient-designated agent have different current lists, and a death or specified no-consent situation has its own evidence. Selecting a disc count does not resolve those requirements. Likewise, a submitted identity document does not establish which images are clinically needed. The issuer, recipient and requester each have a distinct practical question to clarify before collection.
Original scope, dates and limits remain attached to each source. Missing evidence is not replaced by assumptions.
